Back when cars and pickup trucks had those big, sweeping fenders outside the body (think pre-1950s), virtually all of them had running boards. Even as late as the early 1960's, when Chevy introduced its "C Series" line of pick-up trucks, there was a "Stepside" option that had a narrower bed, pontoon-style fenders and yes - a short running board ("step") between the fender and the back of the cab. Why this was offered when the more modern-looking "Fleetside" had a wider bed and therefore more cargo space, I can't say.
The Fleetside was the first pickup to actually have an over-the-wheels bed - quite an innovation for its time. Perhaps some die-hards were leery of the new configuration. In any event, the Stepside soldiered on until the end, one of the last motor vehicles to have running boards along with those pontoon rear fenders.
Now, you don't have to have outside fenders to have running boards, and in fact - if you're short, or not getting any younger - running boards are a real handy thing to have.
